[TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 2020 NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No. 09346363) has made an Order on the M62, M602, M6 and M60 Motorways in the Borough of Warrington, in the Counties of Greater Manchester and Cheshire to allow works associated with the Manchester Smart Motorway Scheme; to be carried out in safety.
that Highways England Company Limited (Company No. 09346363) has made an Order on the M62, M602, M6 and M60 Motorways in the Borough of Warrington, in the Counties of Greater Manchester and Cheshire to allow works associated with the Manchester Smart Motorway Scheme; to be carried out in safety.
(a) The Order will impose a 40mph, 50mph or 60mph speed restriction as indicated by speed restriction signs on the following:

i. the M62 eastbound carriageway, from the western bridge (A49 Stump Cross) at J9, to a point 3000 metres east of Barton Moss Road Bridge;

ii. the M602 westbound carriageway, from a point 3750 metres east of Barton Moss Road Bridge, to Mill Lane Bridge on the M62;

iii. the M62 eastbound entry slip road at J9;

iv. the M62 eastbound exit and entry slip roads at J11;

v. the M62 westbound exit and entry slip roads at J11;

vi. the M62 eastbound link road to the M6 (northbound and southbound) at J10;

vii. the M6 southbound link road to the M62 eastbound carriageway at J21 A;

viii. the M6 southbound link road to the M62 westbound carriageway at J21A;

ix. the M6 northbound link road to the M62 eastbound carriageway at J21 A;

x. the M6 northbound link road to the M62 westbound carriageway at J21A;

xi. the M62 westbound link road to the M6 (northbound and southbound) at J10;

xii. the M62 eastbound link road to the M60 (clockwise) at J12;

xiii. the M602 J1 westbound link road to the M60 (clockwise and anti-clockwise);

xiv. the M60 J12 clockwise link road to the M62 westbound;

xv. the M60 J12 anti-clockwise link road to the M62 westbound;

xvi. the M60 J12 anti-clockwise link road, from a point 60 metres south of Grange Farm Bridge, to a point 1078 metres prior to the M602 Valley footbridge.

(b) The Order will ban all traffic from the following:

i. the M62 eastbound carriageway, from the last point where the J10 exit slip road leaves the carriageway, to the first point where the J11 entry slip road joins the carriageway;

ii. the M62 eastbound carriageway, from the last point where the J10 exit slip road leaves the carriageway, to the first point where the J12 entry slip road joins the carriageway;

iii. the M62 westbound carriageway, from the last point where the M602 J1 exit slip road leaves the carriageway, to the first point where the M62 J11 entry slip road joins the carriageway;

iv. the M62 eastbound carriageway, from the last point where the J10 exit slip road leaves the carriageway, to the first point where the J12 entry slip road joins the carriageway;

v. the M62 westbound carriageway, from the last point where the J12 exit slip road leaves the carriageway, to the first point where the J10 entry slip road joins the carriageway, this to consequently include the M60 southbound and northbound link roads, plus the westbound M602 at J1 exit slip road;

vi. the M62 eastbound carriageway, from the last point where the J12 exit slip road leaves the carriageway, to the first point where the J12 entry slip road joins the carriageway;

vii. the M62 westbound carriageway, from the last point where the J11 exit slip road leaves the carriageway, to the first point where the J11 entry slip road joins the carriageway;

viii. the M62 westbound carriageway, from the last point where the J12 exit slip road leaves the carriageway, to the first point where the J12 entry slip road joins the carriageway;

ix. the M62 westbound carriageway, from the last point where the J10 exit slip road leaves the carriageway, to the first point where the J10 entry slip road joins the carriageway;

x. the M60 anti-clockwise carriageway, from the first point of the J13 entry slip road, to the last point of the J12 exit slip road affecting lanes 1 and 2 dedicated to M602 eastbound and M62 westbound traffic;

xi. the M6 northbound link road to the M62 eastbound at J21A (as at (a) ix above);

xii. the M6 southbound link road to the M62 eastbound at J21A (as at (a) vii above);

xiii. the M6 northbound link road to the M62 westbound at J21 a (as at (a) x above);

xiv. the M6 southbound link road to the M62 westbound at J21A (as at (a) viii above);

xv. the M60 J12 anti-clockwise link road to the M62 (as at (a) xv above);

xvi. the M60 J12 clockwise link road to the M62 westbound (as at (a) xiv above);

xvii. the M60 J12 anti-clockwise link road to the M62 westbound and M602 eastbound; xviii.the M62 J11 eastbound exit slip road, (as at (a) iv above);

xix. the M62 J12 eastbound exit slip road;

xx. the M62 J11 westbound exit slip road (as at (a) v above);

xxi. the M62 J11 westbound entry slip road (as at (a) v above);

xxii. the M62 J10 westbound exit slip road;

xxiii.the M62 J11 eastbound entry slip road (as at (a) iv above; xxiv.the M60 J13 anti-clockwise entry slip road.
(c) The Order will allow the hard shoulder adjacent to the following sections of the M62, M602, M6 and M60 carriageways to be used as running lanes;

i. the lengths of carriageway as described at (a) i to xv above;

ii. the M60 J12 anti-clockwise link road, from a point 284 metres south of Grange Farm Bridge, to a point 1078 metres prior to the M602 Valley footbridge.

A 40mph, 50 mph or 60mph speed restriction will be in force on the hardshoulder when used as a running lane as indicated by speed restriction signs.
(d) The Order will impose a width restriction of 1.95 metres (6 feet 6 inches) in the offside running lane of the following lengths of carriageway;

i. the lengths of carriageway described at (a) i to xv above;

ii. the M60 J12 anti-clockwise link road, from a point 160 metres south of Grange Farm Bridge, to a point 1078 metres prior to the M602 Valley footbridge.

when indicated by traffic signs. Prohibitions (b) are expected to be in place overnight between 21:00 and 06:00 (07:00 on Saturday and Sunday mornings) during a period starting Tuesday 22 September 2020 and ending on Monday 21 March 2022.
Restrictions (a) (c) and (d) are expected to be in place during a continuous period starting at 00:01 on Tuesday 22 September 2020 and ending at 23:59 on Monday 21 March 2022. Diversion routes via alternative junctions of the M62, M602, M6 and M60 Motorways and local roads will be well signed.
The restrictions will not apply to emergency services or special-forces vehicles and the prohibitions will not apply to emergency services, works, winter maintenance, or traffic officer vehicles. The prohibitions and restrictions will only apply during such times and to such extent as shall, from time to time, be indicated by traffic signs.
