THE site of the zero-carbon home which has been turned down by planning officers time and again was acquired by David Norris in 2015.

The 46-year-old who is vice-chair of Bromley Cross Football Club has been living at Higher Critchley Fold Barn, but the new home is planned for a site downhill in Middle Critchley Fold.

The first application, submitted in 2016, was refused by planning officers because it was deemed to be an "inappropriate development" within the green belt.

A second application, which included community-based food growth plots and a wild flower meadow, was submitted the following year but withdrawn by Mr Norris.

The following application, submitted last year, also had the same fate.

Mr Norris says that he withdrew the second and third applications because the planning officer's report included "factually incorrect" information.

He claims that the report for the most recent application also had incorrect information, although the council disputes that this is the case.

This time Mr Norris said he will not be withdrawing the application and is ready for an appeal.

Instead he requested that it would be deferred to be determined by the planning committee at a later stage.
