A FORMER mayor of Oldham is urging the community to name dog owners who allow their pets defecate in public places.

Veteran councillor John Hudson launched his attack at the Saddleworth and Lees District executive meeting after members discussed ways of tackling the community-wide dog fouling problem.

“People should be prepared to step up to the plate and identify dog owners whose pet leave a mess so the council can prosecute them," he said.

“The council have powers to do that and if folk were identified and that lead to a prosecution I think that would go a long way to solving the problem.

“It’s just nit fair that ratepayers who don’t have pets have to fork out for those that flout the law.

“If people were named and fined they’d really think before they let their pets do it again.

“The situation is costing thousands of pounds but still not solving dog fouling. But a court conviction could go a long way to sort things.”

Robert Knotts, chair of Saddleworth Parish council, who attended the meeting, has since produced a striking poster as part of a heightened awareness campaign to combat the menace.

His latest contribution will be installed at Dawson’s field, Scouthead, which is now well used recreational spot and supervised by Scouthead and Austerlands Community Association.

“ I want it meaningful "threat" photograph for irresponsible dog owners," he added.

“Most dog owners are responsible and make sure they clean up their dog's mess. The few who don't need naming, shaming and prosecuting.” But a spokesman for Oldham council said in the last financial year they only received 33 complaints and issued one fixed penalty notice on dog fouling.

“Our officers would need to catch people in the act or for people to provide us with actual evidence that can be used,” he said.

“It is the responsibility of the dog owner to clear up after their dog — if they did there wouldn't be an issue.

“In the past we have prosecuted people for leaving large amounts of dog waste in their back yards as this has the potential to cause a health hazard.

“We have always worked with schools and friends groups to highlight the problem.”
