Rovers supporters will have to wait for their return to Ewood Park – with Blackburn with Darwen to go into Tier 3 once the current national lockdown ends on December 2.
The Government announced earlier this month that home fans would be allowed to return to matches were they being played in Tier 1 or Tier 2 areas.
With London placed in Tier 2, that will mean Rovers’ game with Brentford on Saturday, December 5 will see 2,000 fans able to be present.

However, the trip to Bristol City on December 9 will be played behind closed doors, as will matches at Ewood Park.
The tiering system will be reviewed fortnightly, with only Cornwall and the Isle of Wight to currently fall under Tier 1.
Rovers' other remaining fixtures this calendar year see them travel to Stoke City (December 16) and Huddersfield Town (December 29), with both areas also under Tier 3 restrictions currently.
Jon Varney, Brentford FC Chief Executive, said: “This is clearly a massive step in the right direction and is very good news.
"I cannot wait for that first roar for a Brentford goal and nor can our players."
Rovers last had fans present inside Ewood Park on February 29 for the 2-2 draw with Swansea City, with the season suspended following the 3-0 defeat at Derby County the following weeks.
The season was re-started on June 20, with the final nine games played behind closed doors, and that has continued for the opening 13 matches of this season.
While this weekend's games will be played behind closed doors, some clubs will be able to welcome fans back when lockdown ends on December 2.
The Championship clubs who fall under Tier 2 are: Bournemouth, Brentford, Luton, Millwall, Norwich, QPR, Reading, Watford and Wycombe.
By next weekend, when they travel to Brentford's new stadium, Rovers will have played four of those teams away from home.
