Plans have been submitted to Oldham Council which seeks to convert an old mill into an apartment building with a basement car park.

Knoll Mill, on Wellington Road, Greenfield, lies adjacent to a Tesco supermarket and is not currently in use.

The application looks to add an additional two floors on top of the existing building as well as a lift tower in order to create 38 apartments.

The application explains that the old mill is neither statutorily nor locally listed, however a Heritage Assessment which accompanies the application makes the case for its redevelopment. The application states the building is in poor condition and is at risk of losing its heritage significance unless it is "brought back to life".

One line in the application reads: "The proposals will ensure that a building which is currently in very poor condition and an eyesore will be given a purpose once again, something that will secure its future and prevent it from falling into an even greater state of disrepair."

The Heritage Assessment confirms the building's significance in the context of the textile industry in Saddleworth. The site dates back to 1852 and is what remains of the original large cotton mill.

The Heritage Assessment, carried out by Garry Miller Heritage Consultancy, concluded the application is in line with national and local heritage planning policies.

The building will have a basement car park along with an upper level car park. Each apartment will be allocated a parking space with 44 bicycle parking spaces set to be included.

The proposed site is said to have access to public transport services, including Greenfield train station, which is located less than a 10 minute walk away.

The apartments will range from one bed to three bed flats.

Plans were submitted in January this year and have recently been validated meaning they will now enter the determination process, when the council will discuss the proposed plans.
