Oldham Council has submitted an application for a children's home to open in Moorside.
The council is seeking a certificate of lawful development to open a children's home for a maximum of two children with two care workers.
With the property located on Hayle Road, it was previously used as a 'normal family home' and a covering letter with the application says that it would remain operating like a typical family setting.
The care workers would work a 24-hour-shift on a rota basis, with shifts changing at 10am daily, which the application states is to avoid traffic increases.
There would only ever be a maximum of four care workers on site from the hours of 10am-11am, with the application noting that residential care workers are 'a non-essential post and often use public transport to commute to work'.
A manager for the home would spend a maximum of 50 per cent of their time on site, completing administrative work elsewhere.
Any children housed in the home would be between the ages of 10 to 16-years-old and any external visitors for them would need to arrange meetings elsewhere.
Some visitors, such as social workers and Ofsted would still need to attend the site but these visits are defined as 'less frequent and not on a daily or weekly basis'.
Only two staff cars will ever be parked on-site, at the front of the property, and visitors would be directed elsewhere to park.
The covering letter on the application reads: "This proposal aligns with Oldham Local Authority’s commitment to providing care for children within their local area, consistent with the government’s "home for every child" initiative.
"By keeping children close to their home communities, schools, peer groups, and families, the children’s emotional and social well-being is safeguarded.
"Being placed far from their home can lead to significant disruptions, including separation from their support networks, difficulties in maintaining friendships, and potential interruptions to their education.
"This proposal seeks to minimise such challenges by ensuring that two children can remain within their local area, which will promote stability and continuity in their lives."
The application was submitted on October 4 and validated on Wednesday (October 23).
